Special Alden Township Meeting Thursday, January 28

There will be a special township meeting taking place at the Alden Township garage on Thursday night at 7:00 PM. The meeting will provide information and attempt to answer questions surrounding a request for a Conditional Use Permit to have a horse racetrack and fairgrounds-type area on a property located on Hebron Road.

Based on aerial photos, modifications to the property began at some point in 2007. The photos, taken over the past few years, indicate what looks to be clearing, as well as the creation of a new pond along the Nippersink Creek. At this time, we have been unable to verify which, if any, proper permits were obtained for the modifications made to this property. An update with more info will follow Thursday’s meeting.

Happy New Year!

It’s been awhile since this site was last updated! Since last August’s County Board meeting when MCDOT pledged to “go back to their toolbox” on the proposed rebuild of Alden Road, things have been relatively uneventful. We received notification from Hampton, Lenzini and Renwick (HLR) that additional surveying was being conducted around early November. We’ve been monitoring things behind the scenes, and with Spring approaching we are ready to jump back into action.

Alden Road Corridor selected for 2009-10 Chicagoland Watch List

Alden Road Alliance is pleased to announce that Alden Road is included in the Landmarks Illinois 8th annual Chicagoland Watch List for historic places. The list was announced Wednesday, September 16, and includes several other area historic sites also considered endangered.

Landmarks Illinois is a Chicago-based preservation advocacy group. Founded in 1971, they are the largest such group in the state of Illinois. The group makes it a priority to advocate for those places listed on the watch list throughout the coming year. Context Sensitive Solutions on Agenda for 9/1 County Board Meeting

Date and Time: Tuesday, September 1, 2009 at 9 am

The McHenry County Board have Context Sensitive Solutions (CSS) on their agenda for their September 1, 2009 meeting. A PDF of the resolution can be found here. It is entitled, “RESOLUTION SUPPORTING A CONTEXT SENSITIVE SOLUTION APPROACH FOR THE DIVISION OF TRANSPORTATION.” The body of it reads as follows:

WHEREAS, the Federal Highway Administration (FHWA) has adopted Context Sensitive Solutions (CSS) and is committed to the advancement of CSS nationwide as part of its Vital Few Environmental Streamlining and Stewardship goal; and

WHEREAS, the Vital Few Environmental Streamlining and Stewardship goal sets expectations, measures, and methods for advancing an improved and efficient environmental review process and for demonstrating environmental stewardship. The success of the goal is focused on improving processes that influence outcomes; and

WHEREAS, the Federal Highway Administration (FHWA) included language in the 2005 Federal Highway Bill (SAFETEA-LU) promoting the consideration of the CSS core principles in projects; and

WHEREAS, CSS principles include the employment of early, continuous and meaningful involvement of the public and all stakeholders throughout the project development process; and

WHEREAS, the Illinois Department of Transportation adopted its CSS policy on August 1, 2005 wherein it encourages local agencies to use CSS as a best practice in the development of local projects; and

WHEREAS, the McHenry County Division of Transportation is subject to the policies, practices or mandatory design standards of the Illinois Department of Transportation; and

WHEREAS, the policies, practices or mandatory design standards used for any project should meet the minimum guidance to the maximum extent feasible, but the CSS process provides for the use of nonstandard design when such use best satisfies the concerns of a given situation. Deviations from the Illinois Department of Transportation policies, practices and mandatory design standards require review and approval for nonstandard design through the exception process and should be discussed early in the planning and design process; and

WHEREAS, the Transportation Committee of the McHenry County Board and the McHenry County Division of Transportation are ultimately responsible for the safety and integrity of the county transportation system and therefore must make the final decisions regarding any and all aspects of the projects.

NOW THEREFORE BE IT RESOLVED, by the McHenry County Board affirming its support for the consideration of a Context Sensitive Solution (CSS) approach on projects undertaken by the McHenry County Division of Transportation; and

BE IT FURTHER RESOLVED, that the County Clerk is hereby directed to transmit a certified copy of this resolution to the County Administrator and the Director of Transportation/County Engineer.

I have come across a few recent newspaper articles and blog posts that you may be interested in reading. The most recent are listed first:

Environmental Group Wary of 2030 Plan from the Northwest Herald, August 28, 2009. This article, written by Kevin Craver, discusses the Regional Planning Commission meeting which took place on 8/27, and mentions Alden Township specifically, among others. In regards to the 2030 Land Use Plan, McHenry County Green Alliance and Alliance for Land, Agriculture and Water (ALAW) member Patricia Kennedy is quoted as saying, “If they accept it as it is today, anyone with a petition could take it to court and win, because it’s totally contradictory,”

Kennedy made the following statement during the Public Comment portion of the meeting:

My concern this evening arises from what we all saw and heard at [the Regional Planning Commission] meeting last week. We have observed this before, but it was particularly obvious last week.

Especially considering the [Land Use Plan] that you are creating, as a tax paying and voting citizen, I request that each of you be very up front in disclosing any and all connections, holdings or property interests which you may represent. And if you have any doubt in regard to those issues, that you err on the side of recusing yourself. If you talk in specifics about one property owner’s opinions and desires, you would, of course, need to do that for every property owner and that certainly is not appropriate.

We have been sitting here watching you do a parcel by parcel Land Use Plan map. That is totally incorrect planning procedure. You have been told by staff on several occasions that you are using an incorrect procedure, and still you persist. If you continue in this manner, you have certainly found a unique way to destroy the credibility of this Plan and its map. It will be interesting to see which direction you decide to take.
